Consultancy Works - Aims and Outputs

The aims and outputs of the main design consultancies let by SKPE to date are described below.

This consultancy will assess the environmental impacts which were identified in the Feasibility Study as requiring particular attention so that design of the irrigation works can be properly informed. The issues are:
  • Public Health
  • Water Quality
  • Livestock and Rangeland
  • Fuelwood and Domestic Energy
  • Biological and Habitat.

Mitigation measures will be proposed. Guidelines for monitoring the mitigation measures will be prepared.

 

This consultancy will establish and run the KIMS, a computer based strategic information system that comprises a digital terrain model of the affected area in conjunction with a database of all environmental and geographic features, soil characteristics, social and economic data for each household and other pertinent data.

The purpose of KIMS is to cross link information gathered by all studies (past and present) so that design and planning decisions are made using the broadest spectrum of data.

KIMS will also play a key part of the monitoring programme.

 

This consultancy will redefine the land and crop use in an effort to minimise and, if possible, obviate the need for any resettlement while maximising the return from the water. The irrigation design will deliver:
  • Proposals for a range of viable crops for smallholder schemes.
  • Detailed designs for the overall off-farm irrigation works to serve 7,400 ha.
  • Detailed designs of the on-farm works for the first development of 1500 ha.
SKPE believes that the local people must be intimately involved within the planning process from the start. They must be confident that we share common goals of:
  • Better standard of living for all affected persons.
  • Increased wealth for those who offer sweat equity.

Key objectives of the planning process are seen to be:

  • Inform the affected population of the nature and magnitude of what will happen, and
  • Elicit local participation in identifying and selecting alternatives for the development.
  • Avoid prescribing proposals until alternatives have been carefully weighed by all concerned.

This consultancy will ensure that this philosophy is the cornerstone of the project.

Furthermore SKPE wishes to design a project that has little or if possible no negative impact on the affected people. This is seen to mean "do not resettle unless this is the last available option".

It is intended that the canal, field and road layouts be designed through participation with this criterion firmly in mind.

 

This consultancy will, in collaboration with the affected people, develop plans for:
  • Securing land and water rights for the project participants under the present systems of tenure and water allocation.
  • Securing finance for the smallholder farming associations.
  • Allocating water rights.
  • Determining water charging rates and systems.

In addition this consultancy will:

  1. Prepare the Project EIA and CMP for submission to the Swaziland Environment Authority.
  2. Prepare the Project Implementation Plan.
  3. Assess training needs and produce a training programme.
