The Concept
The overall organisation and
management of the irrigation scheme is shown in the chart listed below.
Corresponding with the time frame and the lines of command, in the top of the diagram the GoS, the Donors and the Private Sector are positioned. They are grouped in a so-called Steering Committee (SC). The main task of the SC is to
monitor the development of the project and to derive proposals for policy makers.
The core of the diagram is the Implementation Unit (IU). Under the guidance of the Steering Committee the Implementation Unit is responsible for the day to day business of the project. It deals with the implementing Contractors and the
target group, which for the start will be represented by a Consultative Council consisting of the stakeholders of the project.
The Target Farmers will work together in Water Users Groups (WUG) for the irrigation of designated units of land. These WUGs will organise themselves into a Water Users Assembly for the entire scheme. In due course an Irrigation
District, with corporate status and owned by the farmers, will be established to take over the tasks of the Implementation Unit.
The activities in the column on the right side of the diagram have been grouped into 6 distinct phases, representing the landmarks in the project development. As can be seen, the target group will be involved and prepared in line with this
development, as will be their organisation development.
