Water Users' Assembly

Whereas the Consultative Council will provide a forum of farmers for the initial period, the Water Users Assembly (WUA) will consist of elected representatives of the Water Users Groups (see the report on Water User Organisation and Irrigation System Management).

This Assembly will be put in place as soon as a number of WUGs have been established. At the start of the first irrigation season in year five most of the Stage I WUGs will have been assembled. In year six the assembly will include all WUGs of Stage I.

The WUA will function as the voice of the beneficiaries in the direction of all parties involved in the project execution. It will be the preparatory organisation for the Irrigation District (Operation and Maintenance Company).
