Water User Groups
Water Users Groups will be established for designated irrigation blocks of some 60 to 120 ha. The IU will organise that they come into being and will be prepared before irrigation starts. The WUG will be run by the farmers and are critical to
the efficient management of the overall system. The legal form of the WUG is to be decided by the individual members However LUSIP must formulate the minimum required by law. The WUG proposed are similar to the Sugar Associations operating within
the project area formed by those farmers who already have access to irrigation from the Usuthu River.
For the Stage I development area, year 3 through 5 would be the period that all WUGs will be brought in place. Notice has to be given to the fact that in year 2 homesteads and farm lands have to be vacated for construction works in year 3. The
earliest occasion to compensate those farmers with irrigated land will be in year 5. Adequate compensation in kind of land, work and/or money will be provided to them.
