- layout of the irrigation scheme
Farmers’ empowerment
- Professional management with full involvement of the farmers
- Farmer owned schemes
- Organisation into smallholder associations
- Responsibility in operating & maintaining the irrigation system
- Responsibility in collecting farmers' water fees.
- Appointment & supervision of project management unit (water operation centre)
- Government’s main role is to improve the legal and financial framework as well as to perform supervisory tasks
