  • setting up of water user groups
  • project management
  • layout of the irrigation scheme

Farmers’ empowerment

  • Professional management with full involvement of the farmers
  • Farmer owned schemes
  • Organisation into smallholder associations
  • Responsibility in operating & maintaining the irrigation system
  • Responsibility in collecting farmers' water fees.
  • Appointment & supervision of project management unit (water operation centre)
  • Government’s main role is to improve the legal and financial framework as well as to perform supervisory tasks
