FOR THE LAUNCHING OF THE NATIONAL CAPACITY SELF-ASSESSMENT (NCSA) FOR GLOBAL
ENVIRONMENTAL MANAGEMENT PROJECT
WORKSHOP DATE: 24 March 2004
VENUE: Mountain Inn, Mbabane
Introduction
The NCSA is a series of activities, within a period of 12 months, undertaken
by Swaziland in order to identify capacity building needs, constraints and
priorities for improved global environmental management at the systemic,
institutional and individual levels.
The NCSA will cover three thematic areas and their cross-cutting issues in
the context of sustainable development and national environmental management
process.
- climate change (The UN Framework Convention on Climate Change)
- biological diversity (The UN Convention on Biological Diversity)
- land degradation (The UN Convention to Combat Desertification)
Objectives of the NCSA
- Define capacity building needs in view of meeting Swaziland’s
obligations under the three Convention
- Develop a Strategic Action Plan, to be adopted as an official document
Capacity
The ability of institutions, organizations, communities and individuals
operating within a system to define specific objectives and work effectively and
efficiently to attain those objectives.
Principles of the NCSA process
- National ownership and leadership
- Pro-active involvement of all stakeholders
- Cross-institutional coordination
- High-level political commitment
- Emphasis on linking global environmental obligations with national
sustainable development goals
- Holistic approach aiming at definition of cross-cutting capacity
building needs and common solutions.
- Long-term approach to capacity building
- Capacity is built through the NCSA process

- Legislative authorities
- Executive authorities (ministries, regional bodies and agencies)
- Local authorities
- Scientific community
- Business and its organizations
- Non-governmental organizations
Workshop Objective
The Workshop objective is stated as follows:
The National Capacity Self Assessment (NCSA) for Global Environmental
Management in Swaziland launched and planned by:
- Giving background and perspective of NCSA;
- Introduce the Global Conventions under assessment, with special
reference to the environment in Swaziland and capacity issues related to the
implementation of obligations; and
- Present an overview of the NCSA process to be followed for Swaziland.
