6.0 MONITORING

6.1 Settlement Patterns

Measures to achieve sustainable human resettlements requires development of an information- system to monitor progress of these measures /action and the quality of the environment. Partly, this information system would utilise a set of indicators which would include, though not be limited to:

  • Housing on fragile land, and
  • Extent to which SEA is active in developing control eg: number of projects with environmental mitigation measures.

6.2 Environmental Health

  • Formulation and review of relevant legislation, for example:
    • Food Safety Act (not available yet)
    • Health and Safety at work
    • Public Health Act
  • Formulation and implementation of a National Environmental Health Action Plan.
  • Environmental Health Officers to conduct regular:
    • inspections
    • environmental health audits
    • surveys
  • Improvement of existing lab facilities to carry out relevant environmental health tests, or alternatively establish an Environmental Health Laboratory.

6.3 Solid waste management

Measures to achieve sustainable human settlements requires development of an information system to monitor progress of these measures/action and the quality of the environment. Partly, this information system would utilise a set of indicators which would include, though not exhaustive:

  • Solid waste generated and disposed.
  • Solid waste collection.
  • Solid waste composition: recyclables (metal, glass, paper), organic, vegetation, inert materials (wood, cloth rubber, leather), hospital/medical waste.
  • Expenditure on solid waste management per month or per year.
  • Solid waste disposal methods and suitability for Swaziland.
  • Solid waste management skills versus latest trends of technology.

6.4 Pollution

  • SEA to conduct routine inspections of industrial centres, cities and other areas.
  • SEA to organize quarterly workshops/ seminars for the four regions of Swaziland aimed at educating and updating communities.
  • Communities to be encouraged to communicate issues of Environmental importance to SEA for purposes of advice and follow up.
